The               small,               rural               coastal               town               of               Eureka               in               Humboldt               County               is               represented               by               at               least               eleven               law               firms               that               specialize               in               all               areas               of               law,               including               Probate,               Estate               Planning,               Business               Law,               Real               Property,               Contracts,               Insurance               Defense               and               Civil               Litigation.

               The               Eureka               office               of               California               Indian               Legal               Services               (CILS)               is               one               of               four               in               California.

The               other               offices               are               located               in               Sacramento,               Escondido               and               Bishop.

Together,               the               offices               represent               Native               American               individuals               and               tribes               throughout               the               state.

CILS               is               supported               by               grants               from               Legal               Services               Corporation               and               the               State               Bar               of               California,               private               foundations,               individuals,               corporations               and               many               of               the               state's               Indian               Tribes.
               CILS               priorities               include               preserving               and               enhancing               the               state's               Indian               land               base,               obtaining               California               Indian               control               of               reservations,               improving               services               provided               by               federal               agencies               to               the               state's               Indian               tribes,               as               well               as               securing               bureaucratic               accountability               for               governmental               policies               and               actions               that               have               adversely               affected               California               Indians.

Other               priorities               are               protection               of               Indian               civil               rights,               families               and               children,               and               improving               access               to               health               care               and               housing.
               Legal               issues               faced               by               California               tribes               and               tribal               members               are               often               unique               to               Indians               and               Indian               lands.

Brownfields               left               over               from               mining               and               logging               operations               from               the               1800's               onward               contaminate               tribal               lands               and               need               to               be               cleaned               up.

Mercury               used               to               process               gold               during               Gold               Rush               days               has               seeped               into               rivers               and               lakes               and               become               a               health               hazard               to               tribes               whose               diet               consists               of               fish               polluted               by               this               heavy               metal.

Industrial               development               intrudes               upon               and               threatens               to               destroy               spiritual               and               traditional               healing               grounds.

Cultural               artefacts               have               been               desecrated               or               stolen               from               Indian               burial               grounds.

Salmon,               the               traditional               diet               of               many               Northern               California               tribes,               have               all               but               disappeared               from               rivers               affected               by               dams               built               years               ago.

Many               tribes               are               still               seeking               federal               recognition.
               A               special               project               of               CILS               is               their               Community               Legal               Education               Self-Help               Series               whose               mission               is               to               expand               access               to               legal               resources               to               increase               Indian               self-sufficiency.

Areas               of               law               covered               by               the               series               include               ICWA,               the               Indian               Child               Welfare               Act,               passed               to               keep               Indian               children               with               Indian               families,               rather               than               allow               them               to               be               adopted               by               non-Natives.

This               law               was               passed               in               response               to               the               incredible               loss               by               tribes               across               the               nation               whose               children               were               forcibly               taken               from               their               homes,               placed               in               boarding               schools               in               order               to               assimilate               them               into               Western               culture,               and               often               not               returned               to               their               families.

Today,               many               individuals               are               still               going               through               the               process               of               petitioning               courts               to               unseal               their               adoption               and               Indian               birth               records               to               discover               their               tribal               roots               and               claim               their               cultural               heritage.

Other               issues               covered               in               their               self-help               series               include               Indian               Ancestry,               Indian               Business               Development,               Family               and               Housing               Law.
               In               2002,               I               was               privileged               to               work               as               a               paralegal               at               California               Indian               Legal               Services               until               the               office               was               restructured               and               my               position               was               eliminated.

My               roles               included               assisting               the               lead               attorney               at               the               time,               Mary               J.

Risling               who               authored               the               definitive               guide               to               ICWA.

The               Office               Manager,               Linda               Ogburn               Gillette,               was               an               incredible               Yurok               woman               who               seemed               to               know               everyone               in               Northern               California!

My               roles               included               conducting               research               for               two               attorneys               to               support               cases               involving               tribes               in               several               counties.

I               also               helped               prepare               self-help               informational               packets               for               tribal               members               to               help               them               represent               themselves               in               court.
